The Department of Political Science will host the latest event in its Brown Bag Series at 1:30 p.m. Friday, April 5, in room 144 of McGannon Hall. Justin Kirkland, Ph.D., from the University of Houston will present research titled "Partisanship and Reciprocity in Cross-Chamber Legislative Interactions."
In this research, Kirklands offer a novel theory of collaboration between upper and lower chamber members in United States legislatures. It is expected that exogenous characteristics like party, constituency and joint committee membership characterize collaboration across legislative chambers. Additionally, it is expected that endogenous patterns of reciprocity will also characterize choices about cross-chamber collaboration. Using data on cross-chamber bill sponsorship in legislatures in Texas, Colorado, Maine and Oklahoma, empirical evidence largely corroborates these expectations. Cross-chamber collaborative choices are reciprocal and reciprocity occurs both within and between parties.
