Outreach Program

Our Documentation Assistance Program offers technical and financial assistance to homeless, ex-offenders, low-income, and individuals in transition living in the City of St. Louis with obtaining birth certificates and Missouri State Identification cards.

We do not provide any other services including but not limited to police reports, transportation assistance (bus tickets or gas money), marriage or death certificates, utility assistance, prescription and or medical assistance, monetary assistance or vouchers for thrift stores, rent, gas, or any financial needs. 

We DO NOT assist with name changes or change of address on valid identification cards. 


The Outreach Program is CLOSED for ALL of June and July. We will reopen in August and continue regular Tuesday-Wednesday program hours from there.

We only provide financial assistance with birth certificates and Missouri State identification cards. Please note, MO DOR Requirements changed as of January 1, 2013. All applicants needing a Missouri State Identification Card MUST have a valid address to have ID mailed too. If homeless, MUST have proof of residency noting homelessness in St. Louis and stating address to mail ID card. 

Program Restrictions: 1 Missouri State ID per year. 1 birth certificate per family per lifetime. Only exception is with a referral letter from agency, school, or organization requesting multiple birth certificates. Must have referral letter and maximum received per lifetime is 4.

WHEN: Tuesday and Wednesday mornings; Arrive between 8:30-8:45AM; First Come-First Serve; Signs in close at various times depending on number of guests

Requirements to receive Missouri State ID Voucher

New or Renewal: Certified copy of birth certificate, proof of residency (must have valid address to receive ID in mail), and ability to recite social security number. 

Replacement ID (ID is not expired): Proof of Residency (must have valid address to receive ID in mail) and ability to recite social security number

Proof of residency Requirement: If homeless in City of St. Louis, must have a letter from a shelter or agency in the area verifying your current residency status and include address for ID card and address to mail ID card. 

Requirements for Missouri State Birth Certificate

Photo identification of any kind or two pieces of valid documentation that support who you are.

Requirements for Out of State Birth Certificate

Vary state to state. Please check with the vital records office of your state of birth to know what documents you will need to bring with you.


How to support

Become a volunteer: Join our team of outreach volunteers, either weekly, bi-weekly, or once a month. Volunteers serve on Tuesday and/or Wednesday mornings.
