Dr. Williams received his B.S. in Biology from the University of Missouri - Kansas City in 1973 and a Ph. D. in Microbiology from the University of Missouri - Columbia in 1980.

He served as a clinical microbiologist from 1980 to 1990 at St. Anthony's Medical Center, and as clinical microbiology consultant to several St. Louis area hospitals. He is board certified as a Clinical Laboratory Director by the American Board of Bioanalysis and a registered microbiologist with the American Society for Clinical Pathology.

From 1990 to January 2005, he was the Manager of Communicable Disease Control Services for the St. Louis County Department of Health, where he supervised communicable disease case investigation and control activities. Since January of 2005, he has served as Director of the Division of Communicable Disease Control and Emergency Preparedness.

He currently holds adjunct faculty appointments to the St. Louis University School of Public Health and the Washington University School of Medicine, Department of Medicine.

He has been engaged in projects in Peru, Costa Rica, Dominican Republic and Chile in various roles, and has interest in global health practice.He is a member of American Anthropological Association, American College of Epidemiology, American Public Health Association and Society for Epidemiologic Research.
