Steven Howard's, PhD, MBA, work focuses on the research, development and evaluation of health reform initiatives and novel care delivery models. His organizational-level work has included economic and outcomes research on unique care models at children's hospitals. At the state level, this has included analysis of the development of the Coordinated Care Organization health reform model being implemented by the state of Oregon. Dr. Howard's current federal-level research program involves study of the relationships between the market penetration of the Medicare Advantage program and changes in the chronic disease burden at a population level.

Before joining Saint Louis University, he taught Health Care Organization, Introduction to Health Data Analysis, and co-taught Health Policy at Oregon State University.  Dr. Howard has also served as Director (and later Vice President) of Marketing and Provider Relations at two physician-owned Medicare Advantage managed care plans.  He earned his MBA in 2000, and worked as a financial analyst in Hewlett-Packard's intrapreneurial New Business Creation group, planning new ventures like LightScribe and HP's digital projector business.

Dr. Howard completed undergraduate studies in Marketing and Management at the University of Wisconsin - Eau Claire, and an MBA concentrated in Finance at the University of Oregon.  He earned a doctor of philosophy in public health from Oregon State University's College of Public Health and Human Sciences. He has been a Rotarian since 2005 and has formed and led teams to successfully implement grant-funded water and sanitation public health projects in Honduras.  Dr. Howard is currently serving as faculty advisor to the SLU Rotaract club, with the mission to improve public health and well being in St. Louis and abroad.  Dr. Howard and his wife Christine have two children and live in the St. Louis metro area.
