College welcomes five new faculty

The College for Public Health & Social Justice will welcome five new faculty members for the fall 2014 semester. 

Brian B. Boutwell, Ph.D.
Associate Professor, Criminology and Criminal Justice program, School of Social Work

Dr. Boutwell comes to SLU from the highly ranked College of Criminal Justice at Sam Houston State University in Texas. Dr. Boutwell's research emphasizes applied quantitative techniques, evolutionary biology and psychology and biosocial criminology. Dr. Boutwell received his B.S., M.S., and Ph.D. in criminology from Florida State University. He is well published in the professional literature, and his new book is The Nurture versus Biosocial Debate in Criminology: On the Origins of Criminal Behavior and Criminality (SAGE Publications, Inc, 2014).


Echu Liu, Ph.D., M.B.A.
Associate Professor, Department of Health Management and Policy.


Dr. Liu comes to SLU from the School of Allied Health at Southern Illinois University, where he was Associate Professor of Health Care Management. He received his B.A. and an M.A. (Economics) from National Taiwan University, an M.A. (Economics) and a Ph.D. (Economics) from University of Southern California, and an M.B.A. (Finance) from California State University. Dr. Liu's primary research interest is in Health Economics. He has extensive experience teaching across multiple disciplines in health management and health economics. More recently his research has expanded to include other areas of public health, including cigarette tax policy, health disparities, and research on the emerging problem of obesity in rural India.


Stephanie McClure, Ph.D., M.P.H.
Assistant Professor, Department of Behavioral Science and Health Education


Dr. McClure comes to SLU from Washington University in St. Louis where she completed her post-doctoral teaching fellowship. Dr. McClure received her B.S. from Washington University in St. Louis, her M.P.H. (Behavioral Science) from SLU, and her Ph.D. from Case Western Reserve University. She has already received foundation awards, including awards from the the Ford Foundation and the Spencer Foundation, and an award from the National Science Foundation. She has actively collaborated with SLU colleagues in research, including work in obesity and in cancer.


Kimberly Enard, Ph.D., M.B.A.
Assistant Professor, Department of Health Management and Policy


Dr. Enard comes to SLU from the University of Texas School of Public Health in Houston, where she completed a post-doctoral research fellowship in Cancer Education and Career Development. Dr. Enard received her B.A. from the University of Denver, her M.S.inHealth Administration and her M.B.A. (Finance) from Georgia State University, and her Ph.D. (Health Policy and Management) from U.C.L.A. School of Public Health. Her research interests are in health disparities (especially cancer), social determinants of health and in vulnerable populations. She has focused on community-based participatory research methods and shared decision making. In addition to her academic credentials and experience, Dr. Enard has experience consulting in the health care field, and has served as a Cardiac and Vascular Service Line Manager at a major medical center in California.


Jesse J. Helton, Ph.D.
Assistant Professor, School of Social Work


Dr. Helton comes to SLU from the School of Social Work at the University of Illinois, where he was an Assistant Professor and conducted research in the Children and Family Research Center. His primary research interests are in Disability and Health, Child Welfare, Child Abuse and Neglect, and childhood obesity. He received his B.A. from Eureka College, his M.A. from the University of New Hampshire, and his Ph.D. from the University of Illinois.
