Professor Sidney Watson submitted comments to the U.S Department of Health and Human Services on proposed rules on the new Health Insurance Exchanges authorized by the Affordable Care Act. The Exchanges are designed to create a new more competitive marketplace for individuals and small businesses. The comments were submitted on behalf the Rural Research Policy Institute (RURPI) Health Panel and address issues of particular concern to rural communities.
