Constitution and By-Laws

Article I: Name

The name of this association shall be the Commuter Student Association of the Saint Louis University

Article II: Purpose

The purpose of the organization shall be to represent the interests and concerns of the commuting population of Saint Louis University through outreach, advocacy and membership. The Commuter Student Association shall reflect Saint Louis University's commitment to education and the Jesuit, Catholic Mission in their purpose and all their actions.

Article III: Membership

All full- and part-time commuter students of the Saint Louis University community are members of the Commuter Student Association, in addition to any Commuter Alumni wishing to maintain involvement with the promotion of the purpose of Student Government Association.

Article IV: Officers

  1. Election of Officers. Elections shall be held during the last general meeting in April by secret ballot. Exceptions to this rule may apply and therefore, the executive board may vote to hold elections with a two-thirds (2/3) vote of those present.
  2. A.Term of Office. Officers shall serve for one (1) year.
  3. A.Vacancies. Vacancies shall be filled by two-thirds vote of the executive board. Selected Officer shall be immediately installed into vacant position.
  4. A.Qualifications. Officers must have been active members for at least one semester preceding their election.

Article V: Advisor

An advisor shall be chosen freely from Saint Louis University Faculty or Staff according to the Saint Louis University Student Handbook. The Advisor shall be in accordance with the mission of the Commuter Student Association and offer support and guidance to the organization at all times.

Article VI: Amendment

Amendments to the constitution shall by two-thirds (2/3) vote of the executive board present at any regular or executive officer meetings. Changes may be formally voted on one (1) week after the amendment has been proposed.

Article VII: Executive Board

Section I: Composition of the E-Board
All officers and committee chairs shall constitute the Executive Board as well as all Student Government Association Commuter Senators and have equal voting rights. Non-voting members shall include all ex-officio and Alumni membership.

Section II: President

The President shall:
  1. Act as the official and final voice of the Commuter Student Association.
  2. Represent the Commuter Student Association on the Commuter Concerns Committee.
  3. Maintain a communicative relationship with the Chairperson of the Commuter Concerns Committee.
  4. Have the power to select and empower individuals for appointed positions.

Section III: Executive Vice-President

The Executive Vice-President shall:
  1. Serve on the Student Organization Cabinet designated by the Associated Students of Saint Louis University Student Government Association as the representative for the Commuter Student Association.
  2. Report directly to the President of the Commuter Student Association.
  3. Chair all meetings in the absence of the President.
  4. Serve as the official voice of the Commuter Student Association in the absence of the President.

Section IV: Administrative Vice-President

The Administrative Vice-President shall:

  1. Meeting minutes and attendance.
  2. General administrative duties.
  3. Sending out email updates to those officers who were not in attendance at the last meeting.

Section V: Financial Vice-President

The Financial Vice President shall:

    1. Maintain financial records.
    2. Make monthly budget reports to the Executive Board.
    3. Prepare the Commuter Student Association's budget for budget hearing.

Section VI: Other Executive Board members

Other members of the Executive Board shall:

      1. attend all Executive Board meetings
      2. Represent Commuter Students Association and commuter students at each respective meeting
      3. promote membership and activity within the Commuter Student Association
      4. Provide support and approval for resolutions and bills that are brought to the Student Government Association from the Commuter Student Association
      5. support and promote the goals of the Commuter Student Association

Article VIII: Meetings

  1. General meetings shall be held twice a semester.
  2. Executive Board meetings shall be held at the discretion of the President.
  3. The President may call special meetings of the Executive Board by the written request of any two members of the Executive Board. Except in cases of emergency, at least three days notice must be given. The presence of one half of the members of the Executive Board shall constitute a quorum.

Article IX: Committees

The president shall appoint committees from time to time as deemed necessary to carry on the work of the Commuter Student Association
