Garage Procedures

Hickory East garage operating procedures:

Parking: Parking attendants man the garage in the Hickory East booth at the Theresa entrance.

Security: Protective Services man the garages on a 24 hour/day, seven day/week basis from the Hickory East security location. They are responsible for monitoring the cameras and activities in the Hickory East and Hickory West garages, opening/closing metal gates or entrance/exit gates according to procedures or weekly gate list, opening/closing pedestrian doors at designated times. In addition, they provide enforcement for the parking program and are responsible for the issuance of tickets and tows.

Garage Security Features: The garages are camera monitored throughout and connected to video recording devices that can zero in on the location of an activated emergency. The video screens for the recording equipment flip through various pictures and angles of the garages on a continuous basis. The security officer has the ability to still frame any picture.

The garages are equipped with emergency alarm buttons or emergency phones throughout. When activated this allows communication with the security officer in the booth. The emergency alarm buttons or phones are clearly marked in white letters on a red background on the concrete supports and identifiable by a blue light overhead. The activation of the emergency alarm or phone sounds an audible alarm in the garage and in the security booth.

All garages are patrolled by mobile units, bike units, golf carts and foot patrols.

All garages are equipped with fire extinguishers throughout.

All garages are well lit, with clearly marked crosswalks for pedestrian traffic. Permit holders requiring access to the secondary pedestrian door entrances after the designated hours may use their ID card to gain access (see gate openings below for specifics). The secondary entrances and the pedestrian entrances are locked on weekends, holidays and after designated hours to increase security.

Gate openings: Parking and Card Services (PCS) and the department of Public Safety (DPS) have a defined gate opening/closing procedure for all SLU parking garages. The procedures that reference the Hickory East garage are:

The main entrances are considered to be the Theresa Avenue entrances and are the locations where the parking attendant and security booths are located.

The outside metal gates at the Theresa Avenue entrances remain open 24 hours/day, 7 days/week.

The gate arms at the Theresa Avenue entrances remain down while parking attendants are on duty.

The secondary entrance is the Rutger Street entrance. This exit is Cardholder Only exit and will not be manned by a parking attendant. During these times of closure, all patrons must use the main visitor exit on Theresa Avenue near the parking attendant and security booth.

The outside metal gates at Rutger Street are raised from 5 a.m.-11 p.m., Monday through Friday remain down on the weekends and University holidays.

The pedestrian doors at Rutger Street open from 5 a.m.-11 p.m., Monday through Saturday use SecuraKey card to gain entry before/after these hours.

The gate arms at Rutger Street remain down at all times. Exceptions include: special events, inclement weather, etc.

Exceptions:
Parking attendant is on lunch break or on a relief break. (main entrance gate only)

Parking attendant calls in sick.

We have outlined the priorities for coverage of our garages and shift the location of our cashiers in order to provide maximum coverage in the SLU garages. This is a business decision that PCS needs to make. We are very aware that we do not benefit when the gates are up and we must make our operational decisions accordingly.

Special events outlined on the weekly gate list.
Instructions for DPS are listed on the gate list as to the opening/closing of metal gates or entrance/exit gates and will override the above procedures. A decision whether to open entrance/exit gates depends on the number of people in attendance and if people will leave the event all at once or throughout a designated period of time.

These may include University events that provide complimentary parking for a large number of participants. These events have received PCC approval, i.e., Commencement, Body Donor Ceremony. The parking fees for special events are available by contacting Parking and Card Services or (if the event is being coordinated by Event Services) Event Services.

Malfunctions:
There are occasional and sometimes repeated mechanical or electrical malfunctions with the gates, i.e., a short, a faulty E-prom, a special part to be ordered or repaired, or problems with the articulating gate arm. While we do keep a supply of commonly replaced parts on hand, we cannot keep all parts. There is sometimes a one-week delay in receiving the part or having it repaired, which will result in continual gate openings.

As malfunctions arise, we contact Facilities Services to check the gate and then contact our vendor as needed. Our Parking Facilities Supervisor, Bob Baer, oversees the daily garage/lot operations and tries to identify and solve the normal day-to-day routine maintenance problems as they surface.

  • Faculty/staff permit holders
  • Students permit holders
  • Visitors
  • Patients

Laclede garage operating procedures:

Parking: Parking attendants man the Laclede garage in the booth located near the northeast Laclede Street Visitor entrance.

They are responsible for monitoring the cameras and activities in this garage, opening/closing metal gates or entrance/exit gates according to procedures or weekly gate list, opening/closing pedestrian doors at designated times. In addition, they provide enforcement for the parking program and are responsible for the issuance of tickets and tows.

The outside metal gates at the northeast Laclede Avenue Visitor entrance remain open 24 hours/day, 7 days/week.

The gate arms at the northwest Laclede Avenue Cardholder Only entrance remain down while parking attendants are on duty.

The secondary entrance is the northwest Laclede Avenue Cardholder Only entrance. This entrance has a Cardholder  Only exit and will not be manned by a parking attendant. All patrons require a valid parking permit with active ID card to use this entrance and exit. During these times of closure, our patrons must have active ID cards to access Laclede via the pedestrian doors.

The outside metal gates the northwest Laclede Avenue Cardholder Only entrance/exit are raised from 5 a.m.-11 p.m. Monday through Friday, but remain down on the weekends and University holidays.

The pedestrian doors are open from 5 a.m.-11 p.m., Monday through Friday, but require an active ID card to gain entry before/after these hours.

The gate arms at the northwest Laclede Avenue Cardholder Only entrance/exit remain down at all times. Exceptions include: special events, inclement weather, etc.

Chaifetz Arena determines are pricing for parking for events held at the arena and event parking fees are collected from all patrons upon entrance (pricing posted on signage at entrance to the garage). If you are using Event Services for your event, you will need to contact them regarding event pricing and all others contact Parking and Card Services.
