Project Phases for the Strategic Plan

  • Phase 1: Initial Information Gathering

Phase 1: Initial Information Gathering

Objectives:

  • Introduce and inform stakeholders re. planning structure and process.
  • Strategic Planning Steering Committee (SPSC) elicits concerns and suggested priority areas from stakeholders.
  • Assure that stakeholders has access to the process in multiple ways.

Responsible Entity(ies):

  • SPSC; Co-Chairs; Coordinator

Modalities:

  • Town Hall meetings.
  • Meetings with specific entities representing various interests within the institution.
  • Dedicated website with feedback capability.
  • Social media.

Process Considerations:

  • SPSC schedules and conducts meetings.
  • Staff manages web inputs and reports to SPSC.

Target for Completion:

  • 11/15/14

Phase 2: Analysis and Topic Identification

Objectives:

  • Identify common themes and concerns to be addressed in planning.
  • Identify a limited number of strategic goal areas for development.
  • Secure Strategic Planning Assembly (SPA) suggestions and concurrence.
  • Designate Topical Work Groups (TWGs) and recruit members.

Responsible Entity(ies):

  • SPSC; SPA

Modalities:

  • SPSC meetings.
  • Joint SPSC/SPA meeting.
  • Consultation with President.

Process Considerations:

  • SPSC reviews and analyzes the input received in Phase 1 to support identification of themes.
  • SPA reviews proposed strategic areas.
  • Identify members for TWGs.
  • Arrange staff support for TWGs.

Target for Completion:

  • 11/30/14

Phase 3: Topic Specification and Development

Objectives:

  • Develop strategies and tactics that would support achievement of each selected goal.
  • Review strategies and tactics for completeness, fit, and complementarity.
  • Produce a document dealing with each strategy for review and approval.

Responsible Entity(ies):

  • TWGs, TRCs, SPA,SPSC

Modalities:

  • Appropriate modalities include interviews, focus groups, surveys, facilitated open meetings, social media inputs.
  • Hold open review sessions prior to finalizing documentation.
  • Regular Topical Reference Committee (TRC) review of TWG progress.
  • Monthly progress review by SPSC.

Process Considerations:

  • Support TWGs in scheduling and reporting from meetings.
  • SPA designates TRC members at beginning of phase.
  • Establish a review schedule between TWGs and assigned TRCs.

Target for Completion:

  • 03/15/15

Phase 4: Plan Finalization

Objectives:

  • Produce a final draft for dissemination and review.
  • Promote wide understanding of the proposed plan among stakeholders.
  • Produce a final plan document for submission to the Board of Trustees.

Responsible Entity(ies):

  • SPSC, President

Modalities:

  • Committee review and discussion.
  • Open hearings to present plan to SLU community.

Process Considerations:

  • SPSC reviews all recommendations forwarded by SPA and produces draft SP document.
  • SPSC conducts open hearings based on draft on all three campuses.
  • SPSC makes any changes resulting from input in open hearings.
  • Final plan documents approved by SPSC and forwarded to President.

Target for Completion:

  • bef.04/15/15
