Rozier, Enard To Lead Health Management and Policy at Saint Louis University

Saint Louis University College for Public Health and Social Justice announces a new leadership team for the Department of Health Management and Policy.

ST. LOUIS, March 14, 2022 - Michael Rozier, S.J., Ph.D., has been named the new Department of Health Management and Policy chair. Kimberly R. Enard, Ph.D., F.A.C.H.E., who has been serving as the interim department chair since January 1st 2022, will continue in her role as director of the department’s Master of Health Administration (M.H.A.) program. Rozier’s appointment becomes effective August 1, ahead of the 2022-23 academic year.

SLU's M.H.A. program, which is ranked 13th nationally by U.S. News and World Report, celebrates its 75th anniversary in the coming academic year. The program has been continuously accredited by the Commission on Accreditation of Healthcare Management Education (CAHME) since 1968 and a member of the CAHME Mentorship Circle since 2018. Drs. Rozier and Enard have served on faculty together since Rozier’s arrival in 2018 and have collaborated on several instructional and research projects.

About Fr. Rozier

Fr. Rozier is currently an assistant professor of health management and policy with a secondary appointment in the Gnaegi Center for Health Care Ethics at SLU. He is a graduate of Johns Hopkins Bloomberg School of Public Health and University of Michigan School of Public Health. He has served on the board of directors of SSM Health Care Corporation since 2018 and was recently named president of SSM Health Ministries. He also serves on the Marquette University Board of Trustees.

Rozier’s research focuses on the role that values and ethics have in organizational decision-making and public policy. The application of this research agenda spans a wide range of topics, including global health, Medicaid expansion, hospital-community partnerships, health technology, and geospatial data. In 2008, Rozier served as a fellow with the World Health Organization’s division of ethics, trade and human rights, and in 2019 he was named an EthicalGeo Fellow by the American Geographical Society.

Rozier has worked closely with Catholic Health Association (CHA) on a number of subjects including international medical missions, Community Benefit, and leadership formation. In 2021, with Rozier as co-director, SLU and CHA launched the Catholic Health Executive Institute, a program to develop the next generation of leadership for Catholic health care in the U.S.

About Dr. Enard 

Dr. Enard is an associate professor of health management and policy and a board-certified health care management professional. She brings more than 20 years of management and consulting experience with large integrated health systems and community-based organizations in areas involving strategic planning, business development, marketing and community engagement. 

She joined the College for Public Health and  Social Justice in 2014 and has provided leadership as the director of the M.H.A. program’s residential and executive tracks since 2020. Dr. Enard earned her doctoral degree from the University of California-Los Angeles and completed postdoctoral fellowships at the University of Texas (UT) MD Anderson Cancer Center and UT Health School of Public Health. She is also a graduate of Georgia State University, where she earned master’s degrees in business administration and health administration.

Dr. Enard’s program of research is rooted in health equity. She has been a PI or co-PI of several grants focused on safety-net providers and populations, and she has authored or co-authored more than 50 peer-reviewed manuscripts, book chapters and conference abstracts. She has also been an invited speaker or panel discussant at meetings that include the American College of Healthcare Executives, the National Association of Health Services Executives, and the Institute for Healthcare Improvement.

College for Public Health and Social Justice
