Molly Metzger, Ph.D., will present “What isTIF? A Racial Equity Framework for Tax Incentives in St. Louis."

About the talk: The City of St. Louis, like many other cities, uses Tax Increment Financing (TIF) to divert hundreds of millions of dollars of tax revenue to select housing and business developments. Metzger will analyze TIF and other incentives through a racial equity lens, focusing on specific opportunities for policy reform.
